Details:   Minnesota was the first state to pass charter legislation, in 1991. As of August 2002, 76 charter schools are in operation with 16 more approved for future operation. Provisions in the Minnesota law mandate that the a charter school student body must reflect the racial balance of the residential area if the charter calls for limited enrollment.
