Authorizers:   For conversions, local school boards. For start-ups, the State University of New York board of trustees (up to 50 start-ups) and the New York State Board of Regents (up to 50 start-ups). For the New York City Public Schools, the local chancellor charters conversions and start-ups.

Length of charter:   5 years

Caps on number of schools:   The law sets a limit of 100 charter schools. However, public schools that elect to convert to become charter schools are not included in the count.

Funding:   About two-thirds of per-pupil funding.
