Guidance+on+Federal+Programs

Charter Schools Program: Non-Regulatory Guidance (2003). ( U.S. Department of Education ) This guidance addresses questions the U.S. Department of Education has received regarding various provisions of the Charters Schools Program (CSP) statute, including those related to student admissions, the use of lotteries, private school conversions, and the involvement of for-profit organizations in charter schools. It also examines how businesses, faith-based communities and other community-based organizations and individuals can be involved in the development and operation of charter schools. These guidelines do not contain all of the information necessary to comply with CSP requirements, but are intended to provide guidance on the CSP and on examples of ways to implement it.

The Impact of the New Title I Requirements on Charter Schools Non-Regulatory Guidance (2003). This federal guidance addresses questions the U.S. Department of Education has received regarding the applicability of the No Child Left Behind Act to charter schools. Key areas discussed include: (1) accountability requirements, (2) Title I public school choice provisions, (3) supplemental educational services provisions, (4) corrective action, and (5) the qualifications of teachers and paraprofessionals.

Allocating Funds: Non-Regulatory Guidance (34 CFR Part 76, Subpart H). ( 2000, December ) This multi-page guidance answers the question: "How does a state or local education agency allocate funds to charter schools that are opening for the first time or significantly expanding their enrollment?" It's sections include the following pdf files: the body of the guidance; an appendix that includes the Final Rule on State-administered Programs made in December, 2000; an appendix that provides summaries of federal programs covered by the guidance; and an appendix of examples using Title I fund allocations.

Applying Federal Civil Rights Laws to Public Charter Schools: Questions and Answers. As part of the U.S. Department of Education's and the U.S. Department of Justice's efforts to support innovation and choice within the public school system, this publication provides important information on how public charter schools may be developed and operated consistent with federal nondiscrimination laws. The purpose of this publication is to assist charter school developers and operators by making available a summary of civil rights issues applicable to public schools.

Federal Regulations: Charter School Access to Federal Funds Distributed by Formula. The Secretary amends the Education Department General Administrative Regulations (EDGAR) governing State-administered programs. These final regulations are necessary to implement a recent statutory change that affects all elementary and secondary education programs administered by the United States Department of Education (Department) under which the Secretary allocates funds to States on a formula basis. The regulations will ensure that charter schools opening for the first time or significantly expanding their enrollment receive the funds for which they are eligible under these programs.

Guidance on Standards, Assessment, and Accountability. This document provides an introduction and guidance on major provisions of Title I of the ESEA. Throughout this guidance the statute and regulations for each section are given first, followed by discussion, questions and answers, and examples to clarify or illustrate the provisions.

National School Lunch Program: Questions and Answers for Charter Schools. The National School Lunch Program (NSLP) is an entitlement, which means local schools earn a fixed federal reimbursement for each school lunch served consistent with United States Department of Agriculture (USDA) nutritional guidelines. It is a grant-in-aid to schools to help defray the cost of school lunch. This flyer provides information for charter schools interested in participating in the program.

Title I Allocations - Nonregulatory Guidance. This guidance deals with issues concerning the eligibility of public charter schools to receive funds, and the allocation of funds to such schools, under Part A of Title I of the Elementary and Secondary Education Act. Title I, Part A provides Federal financial assistance, through State educational agencies (SEAs), to LEAs to meet the educational needs of children who are failing or are most at risk of failing to meet a State's challenging content and student performance standards in schools with high concentrations of children from low-income families. Public charter schools may be eligible to receive Title I, Part A funds, either as LEAs or as participating public schools within an LEA.
