| Brief Overview | Michigan's charter school legislation was enacted in 1993. Charter schools are known as Public School Academies (PSA) in Michigan, and there are currently 196 in operation, serving approximately 70,000 students. Michigan is one of few states to offer assistance with charter school start-up costs: the Michigan Public Educational Facilities Authority provides tax-exempt financing for public school academies. |

| Legislative Summary | Michigan's charter legislation allows an unlimited total number of schools to be granted by local school boards, intermediate school boards, community college boards (within their service areas), and state public university boards (up to 150 schools by 1999). Michigan charter schools, called public school academies, are not automatically waived of state education laws and regulations. Schools operate under terms of up to 10 years, with mandatory review at least every 7 years. Their funding is capped at the statewide average, and their students must take state assessments.
