Charter Schools in New York: A New Choice in Public Education, The First Three Years 1999-2002

This report discusses data from three years of charter school operation in New York. Early evidence shows that charter schools are serving a high proportion of at-risk students, are satisfying parents, and are beginning to provoke responses from school districts, including growing interest in converting district schools into charters.
