The Kansas City and St. Louis school boards, a community college or a public four-year college/university located in, adjacent to or providing services in the Kansas City and St. Louis school districts with an approved teacher education program that meets regional or national standards of accreditation.

5-10 years
Caps on number of schools:
Yes. Charter schools can open only in the Kansas City and St. Louis school districts. Conversions can total up to 5 percent of operating public schools.
Funding:
Charter schools receive their funding from the school district.
