Amendment(s):   The legislation did change effective July 1, 2003, allowing for a second authorizer--the State Board of Education--under a pilot program allowing 20 schools over the next decade.

Authorizers:   Both the local school board and the state department of education must approve application.

Funding:   Minimum of 80 percent of school district's prior year average cost per pupil, as determined by state department of education, follows students to school. Special education funding also follows students.
