Caps on number of schools:
There is a cap on the number of "non at-risk" charter schools that
may be formed: 21 throughout the state, with some geographic restrictions. Unlimited number for charter schools serving at-risk students.

Charter schools receive the same per-pupil funding that local
districts receive.
