Authorizers:   For conversion charter schools, local school boards. For start-ups, local school boards or the state board of education.

Length of charter:   4 year charter, then 5 year with first renewal

Caps on number of schools:   None. The state department of education (with the approval of the state board of education) or a local school board may limit the number of charters granted.

Funding:   100 percent of computed state funding based on state unit funding formula and 100 percent of local funding based on previous year per-pupil expenditure in a student's school district of residence follows students. No state or local facility funding.
