




Twelve studies find that overall gains in charter schools are larger than other public schools; four find charter schools’ gains higher in certain significant categories of schools; six find comparable gains; and, four find that charter schools’ overall gains lagged behind traditional schools.

As of June 2007, 25 states and the District of Columbia had charter school caps. This document explores the pros and cons of charter caps and how they play out in local communities. Focusing on New York's recent battle over raising the cap, the document offers policy considerations relevant to the growing number of states in which charter schools are reaching their legislated limit. Recommendations include tying caps to charter quality and adjusting caps for local exigencies.
