




Twelve studies find that overall gains in charter schools are larger than other public schools; four find charter schools’ gains higher in certain significant categories of schools; six find comparable gains; and, four find that charter schools’ overall gains lagged behind traditional schools.

Bruce Guadalupe Community School in Milwaukee, Wisconsin has evolved from a parochial school to private non-sectarian school to a choice school, and finally to a charter school. A K4-8th grade school with a largely low-income Latino student population, it has succeeded with consistently rising student test scores, outstanding parent participation, and strong staff retention.
