Accountability Report on Mayor-Sponsored Charter Schools

Indiana's state legislation allows the Mayor of Indianapolis to create up to five new charter schools each year. The first three Mayor-authorized charters completed their first year of operation in spring 2003 and this report on them addresses their effectiveness under four big questions: Is the academic program a success? Is the organization viable? Is the school meeting its operations and access obligations? Is the school providing the appropriate conditions for success? The document outlines a strong accountability model for charter schools that is instructive to authorizers around the nation.
