




Twelve studies find that overall gains in charter schools are larger than other public schools; four find charter schools’ gains higher in certain significant categories of schools; six find comparable gains; and, four find that charter schools’ overall gains lagged behind traditional schools.

This study by RAND analyzes four research questions:
1. What population of students attend charter schools?
2. Is student achievement higher in charter schools than in conventional public school?
3. What oversight and support do the chartering authorities provide?
4. How do charter schools differ from conventional public schools in terms of their operation including finances, academic environment, and staffing?
The RAND research team states that there is wide variation among charter schools. The team found generally comparable student- and school-level test scores for charter schools in comparison to conventional public schools. However, the study raises concern for the performance of nonclassroom-based charter schools based on the report's findings.
