




Twelve studies find that overall gains in charter schools are larger than other public schools; four find charter schools’ gains higher in certain significant categories of schools; six find comparable gains; and, four find that charter schools’ overall gains lagged behind traditional schools.

This report discusses data from three years of charter school operation in New York. Early evidence shows that charter schools are serving a high proportion of at-risk students, are satisfying parents, and are beginning to provoke responses from school districts, including growing interest in converting district schools into charters.
