




Twelve studies find that overall gains in charter schools are larger than other public schools; four find charter schools’ gains higher in certain significant categories of schools; six find comparable gains; and, four find that charter schools’ overall gains lagged behind traditional schools.

Charter schools in Pennsylvania are making achievement gains and attracting more students, but school-by-school improvement is inconsistent and high teacher turnover is cause for concern, according to this study. The research draws on five years of data from charter schools and other relevant stakeholder groups.
