This study examines the research on the use of vouchers and charter schools for children attending substandard public schools. Although numerous studies have focused on the effect of charter schools on student achievement, only three studies of charter schools meet the authors' standards for technical rigor. The authors conclude that no research to date has demonstrated that charter schools' "achievement outcomes are dramatically better or worse on average than those of conventional schools," however they do note that charter schools raise satisfaction among parents.
