




Twelve studies find that overall gains in charter schools are larger than other public schools; four find charter schools’ gains higher in certain significant categories of schools; six find comparable gains; and, four find that charter schools’ overall gains lagged behind traditional schools.

The dissertation looks at issues facing charter school administrators in the state of Michigan. The analysis is based on data collected from interviews with charter school administrators regarding issues pertaining to administration, governance, personnel, philosophical, fiscal, student performance and parental involvement issues. The analysis concluded charter school administrators use a participative, democratic and collaborative style of management. In the early years of existence most charter schools are underadministered and understaffed. Fiscal concerns are most critical for schools who are operated by not-for-profit companies which have limited access to capital. Excerpt from author's abstract.
