




Twelve studies find that overall gains in charter schools are larger than other public schools; four find charter schools’ gains higher in certain significant categories of schools; six find comparable gains; and, four find that charter schools’ overall gains lagged behind traditional schools.

This report examines the characteristics of Ohio's first fifteen community schools (charter schools), which opened in 1998-99. Findings focused on the numerous start-up challenges facing the schools, including inadequate funding, delays in securing facilities, transportation difficulties, and finding technical assistance. Despite the obstacles, all fifteen schools were able to complete their first year, and open their doors again in the following school year. The report concludes that changes need to be made particularly in the areas of transporation and accountability for the initiative to continue.
