




Twelve studies find that overall gains in charter schools are larger than other public schools; four find charter schools’ gains higher in certain significant categories of schools; six find comparable gains; and, four find that charter schools’ overall gains lagged behind traditional schools.

This is the final report of the 1999-2000 evaluation of the Michigan Public School Academy/Charter School initiative. The study investigates the impact of charter schools on other public schools, to what extent and the reasons why students have chosen to leave charter schools, the current role and potential impact of management companies, as well as the impact of charter schools on student achievement.
