




Twelve studies find that overall gains in charter schools are larger than other public schools; four find charter schools’ gains higher in certain significant categories of schools; six find comparable gains; and, four find that charter schools’ overall gains lagged behind traditional schools.

This report by the National School Boards Association examines the historical and current charter school movement, and analyzes charter school performance in a number of areas, including student achievement. While acknowledging student and parent satisfaction with the charter school option, the authors report that the charter school movement hasn't lived up to early expectations. In particular, it cites failures to raise student achievement, lack of innovation, re-segregation, and a negative financial impact on other public schools.
