Education Freedom Index

http://www.manhattan-institute.org/html/cr_14.htm
The Index assesses how much freedom each state gives their residents in choosing educational programs (including providing for charter schools and vouchers, and lightly regulating home schooling). The report examines the extent to which state regulations have been favorable to the creation and operation of charter schools. Each state's availability of charter school options is ranked.
