




Twelve studies find that overall gains in charter schools are larger than other public schools; four find charter schools’ gains higher in certain significant categories of schools; six find comparable gains; and, four find that charter schools’ overall gains lagged behind traditional schools.

This report applies the charter school idea to public higher education, making the case that deregulation and a charter with the state will lead to more efficient and effective results. The study is based on research comparing highly regulated institutions with more independent colleges, as well as interviews with a number of educational and political leaders in Massachusetts. The authors draw on the experiences of Michigan and New Jersey.
