




Twelve studies find that overall gains in charter schools are larger than other public schools; four find charter schools’ gains higher in certain significant categories of schools; six find comparable gains; and, four find that charter schools’ overall gains lagged behind traditional schools.

The challenges, promises, and problems related to school choice are explored in this transcript of a panel of five national education experts discussing vouchers and charter schools. Each speaker presents his or her points based on their recently published books. Helen Ladd and Ted Fiske, authors of "When Schools Compete: A Cautionary Tale" argue that market-based reform efforts in the U.S. will prove to be failures, exacerbating problems in inner city schools that are serving a large number of at-risk students. Bryan Hassel, author of "The Charter School Challenge: Avoiding the Pitfalls, Fulfilling the Promise," stresses that there are numerous challenges that charter school authorizers, operators, school districts, and policymakers must meet to make the charter school "experiment" successful. Bruno Manno and Chester Finn, authors of "Charter Schools in Action: Renewing Public Education," argue that the charter school idea is worthy of being tested and that the charter school model can provide the foundation for a successful new model of public education.
