Abstract: Empowered teachers participate actively in school-level policy decisions and have authority and flexibility to creatively meet their students’ needs. This brief, part of a series produced by the National Association of Charter School Authorizers, guides leaders in how to navigate significant changes to teacher hiring and distribution, compensation, and time when launching a "start fresh strategy" that gives school leaders and faculty significantly more autonomy to meet children's needs.
