Abstract: This report offers a comprehensive examination of New York's charter school authorizing and accountability practices by the state's three charter school authorizers: the New York State Board of Regents, the State University of New York, and the New York City Chancellor of Public Schools. The report concludes with a call for more rigorous accountability and oversight by authorizers.
