Virginia first passed its charter school law in 1998. Despite changes made to the law in 2002 and 2004, which were designed to help build a stronger movement, charter schools in the state have had little growth. Currently, five are in operation. Last week another charter school application was denied. The Loudoun School Board unanimously rejected the county's first charter school application, saying it failed to provide anything superior to what the school system already offers. "There is no gap in any of our Loudoun County schools that this application will fill," said school board member J. Warren Guerin. Virginia law requires a charter school to fill an unmet need in a community.
