"Sponsor hopping" -- the practice of a charter school leaving a rigorous sponsor in favor of a less demanding one -- is of increasing concern to Ohio legislators and education officials. "The danger is that a sponsor could be doing a very good job as far as oversight, but that it's not what the school wants," said former House Education Committee Chairman Jamie Callender, who now works as a lobbyist for the Ohio Council of Community Schools. With 68 sponsors in the state, consistently poor performing schools can usually find a way to continue to operate. The State Board of Education has recommended that legislators allow the Ohio Department of Education to subject all sponsors to an intensive evaluation and possible sanctions. "You get high-quality schools through high-quality sponsors," said Todd Hanes, who leads the Ohio Department of Education's charter school office. "It's up to us to articulate clear expectations for all sponsors."
