With a severe budget deficit in Delaware's Christina School District, board member John Mackenzie is proposing that the district make all of its schools charter schools. Other board members have not endorsed the proposal and some see it as a union-busting move. Mackenzie said his proposal would not help the district get out of its current financial predicament, but would bring control of schools to the neighborhood level. Some question Mackenzie's timing. "On a theoretical basis, I think a charter or neighborhood-type school project or program makes a lot of sense," said district resident Eric Edstrom. "But until we have our financial house in order, I'm not sure we should look at any reforms. Why should we even consider proposing schools until we demonstrate that there is some fiscal responsibility?" Mackenzie said the timing is not wrong. "I don't want us to lose sight of the real issue in this district, which is educating kids."
