This week, the Maine Senate is likely to debate and vote on a bill that would permit a pilot program of up to 20 public charter schools over 10 years for at-risk children. The proposed legislation would allow educators and parents to start charter schools, with local schools boards and branches of the University of Maine acting as chartering authorities to approve contracts and monitor performance. The pilot program has been recommended by both the Maine State Board of Education and the Department of Education’s Advisory Council on Truancy, Drop Outs and Alternative Education. In opposition, the Maine Education Association has lobbied the legislature with pamphlets which read: "Preserve what we have and make it stronger; do not experiment in unchartered waters." Maine is one of only 10 states which does not allow charter schools.
