A new charter school bill was presented to the Kansas House Education Committee on February 10. The measure would allow charter school developers to appeal to the state board if a local school board rejects a proposal. Legislator and state school board member Ken Willard said the idea was to encourage new charter schools that "reach kids who are not currently being reached." When local boards approve charters, the state board then must sign off on them. The bill would add another dimension by allowing the state board to approve charters that local boards have rejected. Committee member Ward Loyd called the bill "ridiculous." The bill would make it hard for a state board to reject a group's appeal, he said. The bill will be discussed further the week of February 13.
