About 3,000 students have left Ohio's top-rated public school districts to enroll in online charter schools, which have yet to meet most state performance standards. Schools are labeled "excellent" if they achieve at least 21 of 23 state performance standards. The five largest online charter schools met only two to five performance standards on last year's report card. District officials are shocked. "I personally cannot imagine why a parent would enroll a child in a school setting where the results are inferior when they would have the opportunity to attend a school district like ours, where students are meeting high levels of achievement," said Karen Wilson, superintendent of Norton City Schools. Susan Bodary, executive assistant for education to Governor Bob Taft, said the state is learning that families choose school alternatives for reasons beyond performance on state tests, including parent involvement, discipline and safety.
