On a two-day listening tour, Kansas Education Commissioner Bob Corkins called for expanding the role of charter schools in the state. "Charter schools offer wonderful promise," Corkins said, adding that the state's 26 charters are not fulfilling their mission unless they're serving as a model for change. So far, none of the charters have requested waivers that would grant them greater flexibility in operation, which he believes is key to achieving the best student outcomes. A proposal drafted by a task force created by Corkins would allow groups or companies wanting to establish charter schools to appeal to the state if their request was turned down by the local board.
