An Ohio Department of Education (ODE) analysis has found that few students at 19 Life Skills Center charter schools, operated by Akron-based White Hat Management, took state-mandated high school graduation tests. Test-taking rates ranged from three to fifty percent. "We support school choice, but not at the expense of accountability," said ODE spokesman J.C. Benton. The ODE has asked lawmakers to consider legislation to force schools to increase participation rates. White Hat Ventures CEO Mark Thimmig attributed lower-than-normal testing rates to the nature of the Life Skills dropout-recovery centers. Because students often have been out of school for several years, it is difficult to determine which tests the students still need to pass. Also, the schools have open enrollment year-round, meaning that students may enroll after a test date has passed. "We have students coming and going throughout the entire year," Thimmig said.
