National education management chains with proven academic track records and secure financial backing, such as Mosaica and National Heritage, are becoming significant players in the Ohio education market. Until recently, the majority of the 260 charter schools in Ohio had been run by either small nonprofit groups or by White Hat Management, an Akron-based for-profit company. The outside companies "bring resources and assets, and they have developed models that work," said Terry Ryan of the Thomas B. Fordham Foundation which sponsors schools in southwest Ohio. The groups are offering a strong selling point -- student achievement gains that match or exceed gains in schools with similar populations. For example, students who attended National Heritage charter schools for two years or more improved their scores by as much as 40 percent. Likewise, Mosaica students post academic gains that far exceed those of other students.
