Administrators in Columbus Public Schools, Ohio's second-largest school district, are struggling to predict how many students will leave district schools each year to attend charter schools. This year they estimated that 6,200 students would leave, but so far, more than 7,100 have left. The number is important to budget officials who have to try to estimate how much money they will receive from the state and how much will be passed on to charter schools enrolling former students. Columbus officials say they will likely cut teaching positions to make up for the budget gap. Some observers say traditional districts should be able to make more accurate predictions, based on increasing enrollment numbers during the last five years. The district is studying why parents choose charters and plan to use that information to help figure out how to emphasize the district's assets.
