More than 100 charter schools have submitted contracts to open across Ohio in the fall, however many of these will not be able to open this year. The two-year budget, signed by Governor Bob Taft last week, caps the number of new charters in the next two years at 60, with up to 30 being operated by school districts and up to 30 by other agencies. The state Department of Education will hold a lottery Aug. 1 to see which schools will be able to move forward. Some schools are left in a state of limbo, having to postpone student and teacher recruitment efforts. Some charter school operators are not concerned about the cap, however, because a provision in the law allows some operators to open more schools than the cap allows. Operators can open one school in excess of the cap for each school they already run that is rated "excellent," "effective" or "continuous improvement," the top three state ratings for student academic achievement.
