Some state Regents, who set educational policy for New York State, have criticized the Buffalo Board of Education's plan to create a network of district-sponsored charter schools, saying it could hurt children left behind in traditional public schools and appears to be a "union-busting" tactic. Students who remain in traditional public schools might "lose as much as is gained by students going into the charter schools," Regent Arnold Gardner, an attorney, said. "I'm very apprehensive about policies that undermine the public schools," added Regent John Brademas, a former congressman from Indiana and president emeritus of New York University. Erie County Executive Joel Giambra urged the Regents to support Buffalo's charter school plan. "What we have now is not working," he said. "We ought to be bold enough and brave enough to try something different." One district-sponsored charter school is already in operation in Buffalo, and 20 organizers have issued proposals to open additional charter schools in the city in 2005. The board is reviewing those plans and will decide next month which proposals are worthy of further consideration.
