On March 20, Idaho's Senate adopted Governor Dirk Kempthorne's charter school law reforms. The legislation allows charter applicants to bypass local school districts with support from a new statewide commission. The bill also would require that residents of a school's attendance area be notified if charter school enrollment opportunities are available. Opponents have vilified the bill as an assault on local control propagated by lobbyists from out-of-state interests. Senate Finance Chairman Dean Cameron said opponents are overstating the true effects of the bill's bypass of school boards, because charter school opponents already can appeal charter school decisions to the State Board of Education.
