Charter Schools Resource Update -- January 2008

GOVERNANCE
Charter School Governing Board Training Handbook
This training manual covers board structure and responsibilities. It provides a series of recommendations on holding productive board meetings, promoting the mission and vision of the school, engaging in strategic planning, developing sound policy, training, renewal and accreditation, financial planning and oversight, relationships with administrators, and common challenges and pitfalls.

Good to Govern: Evaluating the Capacity of Charter School Founding Boards
This Issue Brief identifies some of the key characteristics and qualities of effective charter school founding boards and offers suggestions about how the charter school authorizing process can set boards up for success from the very beginning. The author recommends that authorizers seeking well-governed schools develop a charter school application process that ensures that the founding board is prepared to govern for what really matters; has the skills and expertise to govern; has the structures in place to support effective governance; and, demonstrates clarity of roles and responsibilities.

Inside Charter Schools: A Systematic Look at our Nation's Charter Schools
The National Charter School Research Project at the University of Washington is in its second year of looking closely at charter schools in Arizona, California, Hawaii, North Carolina, Rhode Island, and Texas (which together account for almost half of the nation's charter schools). The three-year initiative includes an original survey of charter schools in those states, fieldwork and case studies, and a review of national and state data sets. This 2007 document details the study's initial findings on the people who lead and teach in charter schools, and offers a close look at the academic programs and school environment of charter schools, with a special emphasis on how low-income students are taught.

FINANCE & FACILITIES
Report to the Community - Charter School Facilities Requirements: A Guide for Developers, Brokers and Landlords
This report outlines the challenges charter schools face in finding facilities and offers tips and strategies for securing school buildings. Charter school facilities' fundamentals, economic considerations, and legislated requirements are explained. The document also details how developers, brokers, and landlords can benefit from partnerships with charter schools.

ACCOUNTABILITY
2006-2007 Community School Annual Governor's Report
This annual report, compiled by the Ohio Department of Education, provides details regarding the operation of charter schools in Ohio (known as "community schools" in the state). Data including schools' academic programs, operations, financial conditions, and legal compliance status are included.

POLICY & OVERSIGHT
The PA Coalition of Charter Schools Conference, April 27-29
The PA Coalition of Charter Schools 2008 Conference, "Quality Charter Education for PA Families & Children," will convene on April 27 – April 29 at the Pittsburgh Marriott City Center, in Pittsburgh, PA. Conference registration will open in January; on-line vendor/exhibitor registration is available now. Additional information available online, via email (conference@pachartercoalition.com) or by telephone (724-934-8831).

Project Intersect Research Summary: Special Education in the Charter School Sector
This document summarizes the findings of a four-year national study of special education in the charter sector funded by a grant from the U. S. Department of Education. Using data from legislative reviews, state directors of special education and charter school officials, surveys of charter school authorizers and operators, and an in-depth analysis of special education in 270 California charter schools, researchers found that charter schools serve more students in the general education classroom (but data do not provide insight into whether these placements are appropriate). In general, charter schools are educating students with disabilities but not at the same proportion as traditional public schools. There are exceptions, however, such as charter schools enrolling a larger proportion of students in the categories of a specific learning disability.

Charter School Law Deskbook (2007 Edition)
This first of its kind publication serves as a complete reference guide for those working on initiatives related to charter school law. It includes a comprehensive catalog of both federal and state resources along with a wide-ranging question-and-answer section. The individual state sections include the applicable laws and regulations for each state. A useful 50-state chart allows for comparison from state to state.

Indiana Charter School Conference, February 21-22
The GEO Foundation's Charter School Service Center and the Indiana Charter School Association are hosting the 2008 Indiana Charter School Conference at the Indiana Convention Center in downtown Indianapolis. Confirmed speakers include Washington Post reporter Jay Mathews and the National Alliance's President Nelson Smith. In conjunction with the conference, February 18 - 22, 2008 has been declared "Indiana Charter School Week." A number of activities have been scheduled throughout the state to celebrate Indiana charter schools and their impact on the state's public education system.

National Charter Schools Conference, June 22-25
The National Alliance for Public Charter Schools will host the 2008 National Charter Schools Conference from June 22-25 in New Orleans, LA. "Still We Rise: Achieving Academic Excellence at Scale" is the conference theme, reflecting the growth of quality public charter schools across America. The theme has special resonance in New Orleans, which boasts the nation's largest percentage of public charter school enrollment. Register for the conference or apply to sponsor/exhibit at http://www.nationalcharterconference.org. The conference is the largest gathering of charter school operators and proponents in the nation.
