Starting Fresh in Low-Performing Schools: Empowering Teachers
Empowered teachers participate actively in school-level policy decisions and have authority and flexibility to creatively meet their students’ needs. This brief, part of a series produced by the National Association of Charter School Authorizers, guides leaders in how to navigate significant changes to teacher hiring and distribution, compensation, and time when launching a "start fresh strategy" that gives school leaders and faculty significantly more autonomy to meet children's needs.
Getting it Done: How Michigan's Charter Schools Survive and Thrive With Less
Statewide, Michigan's charter schools operate on significantly less funding than other public schools, but in 2006 state assessment results, charters exceeded the average scores of their host districts on 23 of 27 tests. This document profiles administrative and operational strategies that cash-strapped charters are employing to perform well for less. Innovative approaches to administration, the use of education service providers, compensation and benefits, transportation, special education services, high school instruction, and facilities are profiled.
Annual Report on the Status of Charter Schools in New York State, 2005-06
This annual report examines the 79 charter schools in operation in New York in 2005-06 and offers a series of recommendations for improving the state of charter schools. It offers school-by-school performance data and finds academic achievement results to be mixed. Charter schools’ fiscal impact on their host districts was found to be negligible in New York City (0.51 percent impact on district), but more significant in Buffalo (8.56 percent). An important finding: 76 percent of the state's charter school students participate in the free or reduced price lunch program. The document also offers amendments to the state's legislation, including allowing the Commissioner of Education to impose a financial penalty or other sanction upon a school district for its persistent failure to pay funds owed to charter schools and allowing charters to be renewed for up to ten years.

National Association of Charter School Authorizers Conference, October 22-23
The National Association of Charter School Authorizers will host its seventh annual conference October 22-23, 2007, at the Hyatt Regency Savannah on the Historic Riverfront in Savannah, GA. Steve Barr, Founder and CEO of Green Dot Public Schools, and James Forman, Jr. of Georgetown University are keynote speakers. With the theme of "Cultivating the Charter Garden," the conference will offer numerous interactive and practice-oriented sessions.
Arizona Charter Schools Association, Annual Conference, October 10-12
The Arizona Charter Schools Association will host its annual conference at the Glendale Renaissance Hotel & Spa in Glendale, Arizona, October 10-12, 2007. Conference information and exhibitor/sponsorship information will be available on the organization's website.
North Carolina Charter Schools Annual Conference, September 20-21 in Research Triangle Park
The North Carolina Department of Public Instruction is hosting the 10th annual state charter school conference in the Research Triangle Park on September 20-21. Sessions are geared toward charter school teachers, administrators, board members, and finance officers. Online registration is available.
National Education Writers Association's Charter Schools and School Choice Meeting, October 5-6
The Education Writers Association, the national professional organization of education reporters, is hosting a two-day event in Milwaukee this fall to discuss the impact and effectiveness of charter schooling.
Online NewsHour Looks at Charter School Movement
On June 11, PBS aired a segment on charter schooling. The piece touched on issues such as choice, achievement, unionization, and district competition. Nelson Smith of the Alliance was interviewed and said that the charter movement will benefit all public schools in the long run. "The point is, if we get to a future where we have every school that has a clear mission, accountability for results, parent choice, teacher choice to be there, it's funded equitably, and it's held accountable for results, that's the way to run public education."
Beyond the Battle Lines: Lessons From New York's Charter Caps Fight
As of June 2007, 25 states and the District of Columbia had charter school caps. This document explores the pros and cons of charter caps and how they play out in local communities. Focusing on New York's recent battle over raising the cap, the document offers policy considerations relevant to the growing number of states in which charter schools are reaching their legislated limit. Recommendations include tying caps to charter quality and adjusting caps for local exigencies.
