Transition to Teaching

What is the purpose of this program?
The Transition to Teaching Program supports the recruitment and retention of highly qualified mid-career professionals, school paraprofessionals, and recent college graduates who have not majored in education as teachers in high-need schools in high-need districts through the use of existing, or development and enhancement of new, alternative routes to certification.

How can these funds be used?
The Transition to Teaching program encourages the development and expansion of alternative routes to full State teacher certification, as well as the recruitment and retention of mid-career professionals, recent college graduates who have not majored in education, and qualified paraprofessionals as teachers in high-need schools operated by high-need LEAs, including charter schools that operate as high-need LEAs. Grantees must develop and implement comprehensive approaches to train, place, and support teacher candidates whom they have recruited into the program, ensuring that the program meets relevant State certification or licensing requirements. Grants are for a 5-year period. Grantees are expected to ensure that program participants are placed in high-need schools in high-need LEAs and serve for at least 3 years.

What are the eligibility requirements?
Eligible applicants include:
- SEA;
- High-need LEA;
- For-profit or nonprofit organization with a proven record of effectively recruiting and retaining highly qualified teachers, in partnership with a high-need LEA or an SEA;
- Institution of higher education (IHE), in partnership with a high-need LEA or SEA;
- Regional consortium of SEAs or consortium of high-need LEAs.

What is the application or allocation process?
A competition for FY 2003 for the Transition to Teaching Program was not held. A competition is expected to be held for FY 2004. The available funding will depend on the FY 2004 appropriation. As information becomes available, it will be posted on the Department's website at http://www.ed.gov/about/offices/list/oii/funding.html under funding opportunities.
