21st-Century Community Learning Centers

What is the purpose of this program?
This program supports the creation of community learning centers that provide academic enrichment opportunities for children, particularly students who attend high-poverty and low-performing schools. The program helps students meet state and local student standards in core academic subjects, such as reading and math; offers students a broad array of enrichment activities that can complement their regular academic programs; and offers literacy and other educational services to the families of participating children.

How can these funds be used?
Each eligible entity that receives an award from the state may use the funds to carry out a broad array of before- and after-school activities (including those held during summer recess periods) to advance student achievement.

What are the eligibility requirements?
Eligible entities include LEAs, community-based organizations, other public or private entities, or consortia of two or more of such agencies, organizations, or entities.

States are required to make awards only to applicants that will primarily serve students who attend schools with concentrations of poor students. Also, States must provide a priority for projects that will target services to students who attend low-performing schools.

What is the application or allocation process?
Formula grants are awarded to SEAs which in turn manage statewide competitions and award grants to local organizations. This program was formerly a discretionary grant program under the Improving America's Schools Act. Discretionary grantees remain eligible for continuation funding through the end of their grant terms.
