CFNN Handbook: Charter Schools and the Education of Children With Disabilities
This is the second edition of a pioneering work on special education and charter schools that was
originally produced in 1997 by Project FORUM at the National Association of State Directors of
Special Education with support from the U. S. Department of Education.
This resource guide provides an overview of special education laws and issues related to K-12
education for those interested in starting or currently operating a charter school, for host or
sponsoring school districts, and for state departments of education.
It is meant to provide a framework for those needing information about special education issues that impact on charter schools, and to advise charter schools of the rights of children with disabilities and their obligation to serve them.

Charter Schools and Students with Disabilities: A National Study
The overarching purpose of this study of public charter schools and students with disabilities was to examine how charter school developers have used the opportunities provided by their charters to serve students with disabilities. Five primary research questions guided this study, providing the structure for the protocols used for conducting interviews and reviewing records and providing the organization for analyzing cross-site findings.

Venturesome Capital: State Charter School Finance Systems
This report, published by the U.S. Department of Education, examines the laws, regulations and state practices governing charter school finance during the 1998-99 school year in 23 states and two cities. This report also includes an estimation of the actual dollar amounts that states allocate to charter schools based on the types of students enrolled, and numerous other factors central to charter school funding. The report further assesses comparability of charter school funding to other public schools with
similar students and education programs.

1999 Conference Workshop Evaluation Report
At the conclusion of the U.S. Department of Education's National Charter School Conference (March, 1999), respondents were asked to complete
a conference evaluation form. Conference participants completing the form were asked to give their affiliation, rate 13 aspects of the conference,
rate the conference overall, answer several yes/no questions regarding the conference, and rate 7 conference features. In addition, they were asked
to list the 3 workshops that they found to be the most useful as well as the 3 workshops they found to be the least useful. This report summarizes
the 154 forms that were submitted by conference participants.

National Study of Charter Schools: Third-Year Report
This report marks the third installment of a four year study by RPP International and the Center for Applied Research and Educational Improvement. The report focuses on growth trends, school and student characteristics, challenges to implemenation, and accountability. The findings presented in the report rely on three waves of telephone surveys to all cooperating charter schools that were open to children during the 1997-1998 school year, visits to 91 field sites across the country, and extensive analysis of state charter laws.

1997 Conference Workshop Evaluation Report
At the conclusion of each of the individual workshops at the U.S. Department of Education's National Charter School
Conference (November 1997), respondents were asked to complete a workshop evaluation form. Conference participants
completing the form were asked to give their affiliation, rate the workshop overall, and answer several yes/no questions
regarding the workshop they had just attended.
This report summarizes the 1,389 forms that were submitted by conference participants attending at least one of 43 individual
workshops.

This report is the first in a series of four conducted by RPP International. It provides important statistical and demographic information about the 1995-1996 school year. Some of the findings were (1) 60 percent of charter schools enroll fewer than 200 students; (2) 60 percent of charter schools are start-ups.

We're Here to Complete, Not Compete: A Report from a Demonstration Project
This is the culminating report from a federally funded research project called Project Connect. Project Connect was a joint project of SRI International (SRI) and the National
Education Association's (NEA) Charter School Initiative (CSI). It was funded by the
U.S. Department of Education (ED) and involved 10 charter schools in six states:
Arizona, California, Colorado, Connecticut, Hawaii, and Michigan. The project included
five schools that are participating in NEA's Charter Schools Initiative, a 5-year effort
begun in 1995 to study the efficacy of charter schools as models for improving student
achievement, enhancing professional development, and strengthening ties between public
schools and their communities. The theme of Project Connect was "the cross-fertilization of ideas and practices between charter schools and other public schools."
