What I am picking up is the teachers might be happier in a collaborative environment yet we can't manage to foster this environment in most schools. I know one of the arguments against incentive pay is that it would pit teachers against one another but I would argue that there is not much collaboration going on now. Collaboration requires trust in colleagues. How can public schools foster collegial relationships among faculty that would lead to collaboration?
