I like the idea and economy of taking a good idea and spreading it. A critical piece is recognizing the value of local stakeholders and getting them to buy into the concept and support its implementation. I fear that some of the entities that have sought to "franchise" have done so in spite of local stakeholders rather than in sync. I think part of the key of replication is recognizing that each school community is unique and the model may need to be retrofitted to work in the unique school community. It sounds simplistic but a lot of it comes down to respect and trust. A great deal of the bureaucracy that current plagues are public schools stems from lack of respect and trust for employees, students, and families. No one trusts anyone to do the right thing by kids so we write rules and regulations to force them to do the right thing. In another strand there was discussion of school culture. I think a key to a positive learning culture is having a good plan (perhaps replicating one from another location) and working with the local community to implement.
