Your model is very interesting. You are right that one factor of the success lies with the charter school law. We are very fortunate here in Arizona where schools are independent from the district. I have observed several schools that are using teacher/leader model. This sharing of operational capacities is often based on individual strengths. Most often at least one serves as an instructional leader and at least one in a business manager capacity.
