Lori- A concern I had when reading about your vision had to do with Open enrollment laws. In Arizona, this school would not be chartered, as our law states that any child has the right to enroll at any public school. This came up recently when I met with an orginization that wanted to create a school for students with special needs, they wanted to do an enrollment cap on typical students, which is illegal in Arizona.
Conversely, last year we did approve a school that would have the students seperated by gender for specific subjects. The charter holder used a lot of research to show how this was benificial to the students in order to be granted.
I think the population you have selected is in great need of attention, but be sure that you are aware of any laws that may prohibit limiting enrollment to a specific cencus category.
