I think sharing and access are key but I think in the interest of finding models to replicate we are overlooking the art of education and that is quality teachers led by skilled principals. Students have different learning styles and needs and a particular program may fit one child better than another but given a choice between a particular program or a strong versus weak teacher, my priority would always be to fight for the strong teacher rather than a particular program. Some of the research on particular curricula or instructional approaches does not tease out the impact of a good classroom teacher.
