So in summary is the answer just to hire someone? I will share my plan and would appreciate your honest feedback.

My targeted school population is 9th grade males from an urban environment. To design an effective educational program, my plan is to research what is working for that population currently, including books, materials, and other resources being utilized, and use that as a starting point in conjunction with the states standards for my area.

Is this plan feasible?
