According to SRI's 2002 study of charter schools nationally, the 2000-01 median school size for charter schools was 171, compared to something like 475 for district schools. 57% of charter schools enrolled fewer than 200 students.
Student teacher ratio in charter schools 12.1:1, compared to 16.4:1 in all public schools.
So Bob is right -- this is a substantial differentiator of charter schools.
